Stage II petrol vapour recovery came into effect in the UK on 1st October 2006 for petrol dispensing outlets covered by the regulations (throughput compliance threshold of 3,500m3 for existing stations and 500m3 for new stations).
- Does my site fall under the regulation?
- Where do I start?
- What must I do?
- What does this legislation mean for my organisation?
- What equipment to use?
- What testing has to be done while the equipment is operational (automatic testing or self testing)?
- How to test?
- Have my contractors undergone the necessary training?
- What about the underground work?
- Do I have to install new dispenser?
- What is retrofitable?
- What tools to use?
- Have I organised a budget for the program?
The Forecourt Equipment Federation has developed a ‘Code of Practice - Design, Installation, Commissioning, Operation and Maintenance of Stage II Vapour Recovery Systems’ which takes a generic approach to the technical requirements to comply with the regulations that apply to the forecourts. It is available free of charge from office@fef.org.uk.
There is some confusion over the deadline by which PVR II must have been installed to comply with the law. Petrol retailers should be aware that the deadline for compliance with Stage II controls is 1 January 2010, and should not delay in contacting their suppliers to schedule PVR II installation.
